Birmingham City Council chief executive Mark Rogers certainly had his tongue placed very firmly in his cheek when he updated his blog recently.

What is unclear is whether the person responsible for the seating plan at the Society of Local Authority Chief Executives' annual dinner made a deliberate decision to sit Mr Rogers next to Sir Bob Kerslake.
