Councils would be able to force offenders in England and Wales to remove graffiti or rubbish under Labour plans, shadow justice secretary Steve Reed has said.

Councils would be able to force offenders in England and Wales to remove graffiti or rubbish under Labour plans, shadow justice secretary Steve Reed has said.

As part of new measures to tackle anti-social behaviour, Labour would also expand the use of mandatory parenting classes for the parents of young offenders.
