The Labour party's blueprint for welfare reform, has been branded 'hollow' by a leading local government Conservative.

The Labour party's blueprint for welfare reform, outlined by leader Ed Miliband last week, has been branded 'hollow' by a leading local government Conservative.

Local Government Association Conservative group leader Gary Porter claimed the Labour proposals for a structural cap on benefits were 'a hollow statement' without a figure on the cap.
