Government imposed restrictions over how councils can use locally raised revenues to fund infrastructure projects threaten to stifle economic growth, a leading think tank has warned.

According to the report 'Banking on Growth,' issued by the Centre for Cities on 26 July, local authorities increasingly lack the financial freedom and resources to finance capital schemes.
