Councils' risk-averse procurement processes and a lack of guidance for residents could present barriers to communities taking over public services, senior MPs heard this week.

The ‘Community right to challenge' rules, expected to come into force on 27 June, will allow ‘relevant bodies' to bid to take control of council services. The bodies could include community groups, parish councils, and groups of council staff.
