The idea that a Government seriously contemplating the huge instability of exiting the EU without an agreement and which has hardly bothered to involve local authorities in any serious planning suggests two mindsets.
One is that the Government doesn't regard local government as having an important role in civil contingency planning (quite likely, knowing central Government's view generally) and the other is that ministers regard the threat of no-deal as purely that, a threat to be used only as a negotiating ploy with the EU but never under real consideration.
