The report on the historic abuse of looked-after children in Lambeth LBC by the Independent Inquiry into Child Sexual Abuse (IICSA) makes grim reading for any councillor or officer working in local government.
This was not a case of an individual victim slipping through the cracks or the failures of one dysfunctional department. This was systemic abuse on a huge scale allowed to be carried out over many years because the political and managerial culture of the entire organisation was so toxic and inward-looking that service provision, especially to the vulnerable, was no longer a priority.
