Lancashire CC's £23m underspend in the last financial year conceals a potential £83m overspend, a report to senior councillors has warned.

Without drawing on £82m reserves, the council's overspend would have been £59.8m and without relying on the treasury management gains the total overspend would have been £83.2m.
