Cllr Simon Cook says laws must be changed to stop councils ‘pinching’ homes from each other and locating residents outside their own districts

When an opportunity to lease more than 200 houses at a former army barracks on the edge of our city became available, it was, frankly, a no-brainer that we would bid for them.

With 2,500 people on our housing register, these properties could have helped to transform the lives of dozens of local families.
