Council leaders have warned the Government's new work and health programme will end in failure unless it is devolved.

The Local Government Association (LGA) yesterday called on ministers to avoid repeating the mistakes of the controversial work programme, which was widely criticised for failing to get people back into work and for being outsourced to private contractors.
