Chief executives must focus on ‘good leadership' over policy in response to growing ‘digital empowerment,' the country's most senior chief executive has warned.

Outgoing president of the Society of Local Authority Chief Executives (SOLACE), Mark Rogers, called on local government to respond to communities ‘overflowing with empowered individuals' who ‘don't give two figs for 20th century democratic thinking and power hierarchies'.
