Leadership will be key to reform of the NHS and care services, senior health civil servant at the Department of Health, David Behan, told council chief executives at their annual conference last week.

Speaking at the SOLACE event in Cardiff, Mr Behan said reform of the health and social care sector was ‘not just about structures.'
