Claire Fox says councils continue to thwart kids' play activities in the interests of bureaucracy

One of the brilliant things about the sunshine: watching neighbourhood children playing gleefully in the communal grassy area in front of our local authority flats. Squeals of delight as footballs are kicked, ropes skipped, jumper goalposts carefully positioned. Bemused adults sit on steps, enjoying the innocent pleasure of youngsters having pure, unadulterated fun.
