Manchester City Council leader Sir Richard Leese has made fresh calls for an overhaul of council tax.

Manchester City Council leader Sir Richard Leese has made fresh calls for an overhaul of council tax.

Sir Richard said the fact that the property tax was based on valuations dating back 25 years ‘doesn't make any sense whatsoever'.
