Legal experts have argued the Government's recasting of the legal code governing councillor standards is unlikely to remedy the ‘void of confusion and disruption' caused by the abolition of the 2007 statutory code for local government.

The claims follow the publication last week of new guidance on town hall openness and transparency – which includes provisions forcing all councillors to disclose trade union affiliation and dealings within 28 days of taking office.
