The lessons from the debacle over mayors

Michael Burton says if constitutional change is to be achieved, it has to be imposed.

So, do last week's referendum results put an end to prime ministerial obsessions with rolling out directly-elected mayors across the English local government landscape? I doubt it.

What it will achieve is a consensus across Whitehall and Westminster that if you wish to achieve constitutional change locally, then it must be imposed.
