Lessons on procurement from Croydon's Public Interest Report

In the context of the most recent Public Interest Report on Croydon LBC, Scott Dorling and Louis Sebastian warn of the risks of challenge on the ‘land exemption’ from procurement rules.

Just over a year since its auditors Grant Thornton issued a first Public Interest Report, and the subsequent issuing of a section 114 notice, Croydon LBC has received its second Public Interest Report.

This time it relates to a £67.5m refurbishment project at a council-owned property, Fairfield Halls.
