The Institute for Government (IfG) think-tank has warned that civil service relocation out of London ‘cannot be a primary tool of levelling up'.

In a new report, the IfG looked at the Government's decision to create the Darlington Economic Campus (DEC), which houses hundreds of staff from multiple departments, and mirrors the decision of the Department for Levelling Up, Housing and Communities to open an office in Wolverhampton.
