Leader of Richmond LBC Cllr Gareth Roberts says that while his London borough is a ‘wonderful' place to live, he questions whether it is a levelling-up exemplar.

S hortly after the Department of Levelling Up, Communities and Housing published it's Levelling Up White Paper, the Sunday Times suggested my borough, Richmond upon Thames, is the blueprint that the rest of the country should endeavour to emulate as it seeks to ‘level up'.
