Levelling up should take a national approach

The Government of the UK should take a UK-approach to levelling up, recognising that inequalities are not always based on the traditional North-South divide but within regions, says Michael Burton.

With its ‘Whitehall knows best' mantra, its silly pots of grant funding and its reluctance to move much further down the devolution road, the Government could be seen as not so much levelling up as topping down.

Yet in one respect the former is at odds with the latter.
