Award-winning investigative journalist Andrew Norfolk has hailed the response of Rochdale MBC's chief executive when its child sexual exploitation crisis hit.
Mr Norfolk, who worked for years to expose the extent of child sexual exploitation in the North and Midlands, said his initial impression of both Rochdale and Rotherham MBCs at the start was 'lamentable'.
