Communities secretary Greg Clark has signalled a marked change of attitude to local government compared to his predecessor as he praised council staff and members.

In his first Local Government Association conference speech as secretary of state, Mr Clark said councils had ‘absorbed the biggest cuts with cool-headed efficiency'.
