The Local Government Association (LGA) has sounded a cautionary note over plans to build a new garden city in Ebbsfleet, Kent, with 15,000 new homes.

Speaking over the weekend and ahead of this week's Budget, chancellor George Osborne, said the Government had chosen the site because of the infrastructure with a high-speed rail line.
