Communities secretary Eric Pickles today told town hall chiefs he expects them to either manage the next tranche of spending round cuts or seek to hike council tax levels.

Making his keynote speech at the Local Government Association's annual conference today, Mr Pickles told delegates they had a free hand in the matter, and he would be happy for them to raise local charges if they saw fit.
