Head of programmes at the Local Government Association (LGA), Paul Raynes, has announced he is leaving to take on the post of director of policy at EEF, the manufacturers' organisation. 

Mr Lockwood, who was himself an interim replacing previous director Daniel Goodwin, announced he was leaving late last year to return to his previous post of chief executive of Harrow LBC. The post had been abolished under a conservative administration, but was re-established less than a year later after Labour re-gained control of the council.
