Council bosses have drawn up a shopping list of changes they believe will allow local authorities to build more homes.

In its submission to former Birmingham City Council chief executive Sir Michael Lyons' housing review for Labour, the Local Government Association (LGA) called for stronger compulsory purchase powers and financial penalties for developers in cases where planning permission had expired.

The LGA also suggested the introduction of levies on vacant land that had been earmarked for housing in local plans.
