LGA can't please all of the people all of the time

When you are caught in the middle of two warring factions, raising your head above the parapet risks you losing it.

That's where the Local Government Association (LGA) seems to have found itself when it comes to reorganisation: caught between county and district councils; criticised for failing to speak out and for taking a stance. Between a rock and a reorganised place.
