An independent survey into the state of local authority reserves has exposed government claims as ‘lies,' one prominent council leader has claimed.

The survey by the Chartered Institute of Public Finance and Accountancy (CIPFA), which was published on 1 July, reveals that almost all (94%) of councils have plans in place to use the reserves they have built up in recent years.
