After criticism that the community budgets pilots programme was too modest in scope – criticism levelled not least in a joint report by the CBI and The MJ in December 2011 – the DCLG has expanded the programme from an original two 'whole place' pilots and two neighbourhood pilots to four whole place and ten neighbourhoods.
