Charity lobbyists stand in the way of scrapping the automatic business rates discount given to the third sector, a senior Department for Communities and Local Government civil servant has admitted.

Responding to a question at a conference last week, deputy director for local government finance reform, Stuart Hoggan, said scrapping the relief was ‘not a bad idea' but the issue was ‘getting it past' the charity sector, which is known for its strong lobbying.
