Ministers have been urged to rethink 'counterproductive' and 'perverse' proposals to make local levying boards subject to the same rules which govern council tax referendums.

Under proposals outlined in the Local Audit and Accountability Bill, all local authority bodies would have to comply with rules for triggering council tax votes.
