The Welsh public services minister has told councils to ‘grow up' as they deliver their verdict on his plans for local government reform.

Speaking in front of the Welsh Assembly's communities, equality and local government committee, Leighton Andrews, said he was confident councils ‘can bear the initial costs of mergers'.
