Local control over billion pounds worth of Whitehall budgets should form the next step to the agenda for fiscal freedom, cities minister Greg Clark has claimed.

Giving evidence to the final session of the community and local government's inquiry into fiscal devolution and city regions on 31 March, Mr Clark said : 'There is a danger if you just keep it at an ideological, constitutional level it just stays there.'
