Shadow communities secretary Jon Trickett has warned Labour party conference that local democracy is ‘in peril' and devolution deals are just a Tory ploy to avoid blame for the cuts to come.

 ‘They attacked local democracy then and they are doing it again now,' he said. ‘The Chancellor's crooked smile when he offers devolution betrays his intention to hand over responsibility the cuts to councillors in order to avoid the blame falling on himself.
