Councils and combined authorities should be able to ‘fairly keep the proceeds of local growth to reinvest according to local need,' a Local Government Association inquiry has concluded.

Recommendations in the Levelling Up Locally report also included replacing competitive funds with ‘a single pot of capital funding'.
