A decade of spending cuts, staff shortages and poor contacts with Whitehall meant local government was poorly prepared to cope with the coronavirus pandemic, a report from the Institute for Government think-tank has said.

The report produced with the Chartered Institute of Public Finance and Accountancy, said: ‘Most local services were less resilient after a decade of austerity and some aspects of performance had declined.
