Local government's constitutional right

Gordon Brown's plans to consider the constitution include councils, but they should be seen as more as representing communities and less as a vehicle for central government policies, say George Jones and John Stewart.

The Green Paper on the governance of Britain launches ‘an inclusive national debate' on ‘the future of our country's constitution'.

And as part of the constitution, local government should be involved in this debate. Local government has a constitutional importance in its own right, and is critical to the themes of the paper.
