Whitehall must devolve more powers to councils to generate economic growth, a report by the Local Government Association (LGA) has claimed.

The association called on all ambitious local authorities – not just the core-cities – to be given the chance to strike deals with cities minister, Greg Clark, over devolved powers such as skills, transport, planning and infrastructure.
