We need a more open and informed debate about the impact of Government changes to local authority funding and the localisation of business rates, says Paul Woods.

As the deadline for responses to the consultation on Local Government Resources Review looms, councils will be raising a number of important questions – such as the baseline for the start of the new system; the size of the set aside; safeguards for areas with low business rates and uncertain growth; managing the risk of large business closures.
