Localism or centralism?

Davy Jones argues that in the case of council tax benefit, centralism has 'gone mad'.

This Government, more than any other, has talked about localism. It has even passed a Localism Bill.

But actions, as always, speak louder than words. And the Government's reorganisation of council tax benefit support has consistently favoured centralism – under the cloak of 'localism'.
