Six major urban transport authorities, serving 11 million people, have urged the Government to devolve major responsibilities for rail services to boost access to job opportunities.

Ahead of the imminent Government ‘command paper' on rail, representatives from Greater Manchester, Tyne and Wear, Merseyside, West and South Yorkshire and the West Midlands recently met to secure a deal on transferring costs, subsidies and risks.
