Councils in London will benefit from half of the additional housing borrowing flexibilities despite dominating the list of local authorities with spare headroom, analysis by The MJ has found.

The Ministry of Housing, Communities and Local Government (MHCLG) announced this week that the £1bn increase in the borrowing cap would be split equally between London and the rest of England.
