There is ‘real fear' London will lose out if the Government decides to replace Section 106 agreements with a nationally-pooled infrastructure levy, a think-tank chief has warned.

The Government is planning to scrap the current system of local developer contributions and replace it with a new infrastructure levy that it hopes will enable councils to capture value from development more efficiently.
