The debate over regional government has not disappeared – but it will need some creative thinking to move forward, says Nick Raynsford.

Once again, the debate about regional government in England is hotting up. Some people had expected the issue to go on the backburner after the ‘no' vote in the North East referendum in 2004. The fact that it hasn't is a clear reflection of an unresolved democratic deficit in England.
