London's mayoral quandary

John O'Brien says the result of London's mayoral election will be hugely significant for the relationship between town halls and City Hall

It is fascinating how relatively young institutions can become initially defined by the individuals who lead them.

Over the course of its first 16 years, the London mayoralty has been occupied by only two people. This May will be the first election for 12 years that does not feature the names of both Boris Johnson and Ken Livingstone on the ballot paper and the first time ever the latter of those two candidates is not running.
