A half-a-billion pound ‘black hole' in adult social care budgets could be created because of looming council elections in May, according to new research.

The study, undertaken by consultancy Incisive Health, said one in five councils faced elections this year – including 13 local authorities under no overall control – and promises of council tax freezes could be vital for councillors to be re-elected.
