Labour Lords have called for devolution to be accompanied by needs-based funding and multi-year finance settlements for councils.

Amendments to the Cities and Local Government Devolution Bill were raised on Monday, days after the House of Lords' economic affairs committee launched an inquiry into devolution of public finances across the UK.
