A major local government pension fund has urged unions and employers to accept the switch from a final salary scheme to career average basis and introduce a new 'low start scheme' to help low-paid and younger staff.

Informing debate on the future of the Local Government Pension Scheme (LGPS), the green paper published today by the green paper published today by the London Pensions Fund Authority (LPFA) sets out 27 detailed proposals for reform of the scheme design, its cost mechanism, structure and operation.
