Making light work

Consortium Tay Valley Lighting has signed a 25-year PFI deal with Leeds City Council to replace streetlights, signs and bollards.

The consortium comprises Southern Electric Contracting, Scottish and Southern Energy and the Royal Bank of Scotland.
