The malign influence in schooling

Does the DfE and Ofsted want schools freed from council influence? Asks John O'Brien.

You could be forgiven for feeling a little confused. The narrative from many close to the Government has implicitly been that the role of local councils in schooling should be limited, perhaps even marginal.

This, it is claimed, is because local bureaucracy has stifled the ability of teachers and parents to deliver for pupils.
